CareWest's Mission

Our mission is to provide a wide range of human services to sustain and enhance the independence and quality of life of people who experience barriers to community participation.

Values

CareWest is building an organisation culture founded on the following values:

Our Approach

The following principles guide CareWest towards its goals and help us achieve our Vision:

Valuing Staff and Volunteers:

CareWest’s capacity and capability is entirely reliant upon the skills, knowledge and dedication of our staff and volunteers. The Strategic Plan emphasises the significance of our staff and volunteers in delivering the outcomes we strive for. We will continually value, recognise and reward the contributions of our staff and volunteers.

Partnerships:

CareWest will partner with other individuals and organisations wherever possible to capitalise on the experience and resources of individual partners and to minimise duplication.

Entrepreneurialism:

CareWest will seek to make services sustainable through achieving an appropriate combination of long-term funding from public and private sources and service user contributions. CareWest will pursue increasing revenues from fee-for-service activities aligned with its Vision and Mission. All surpluses generated from commercial activities will be utilised in furtherance of CareWest’s Vision.

Effective Governance:

CareWest supports decentralised decision making within the context of a unified organisation. Our integrated monitoring and reporting systems ensure compliance with external accountability requirements.

Stakeholder Engagement:

CareWest recognizes that stakeholder participation is vital to the functions of organisational management and will provide opportunities for stakeholder participation and consultation in the planning, development, coordination and evaluation of the services it provides.

Our Goals

Five Goals summarise our objectives for the four years:

  • Provide high quality, flexible and responsive services
  • Expand the scope and diversity of Government funded services
  • Identify and participate in community development activities
  • Be an employer of choice
  • Improve our governance, infrastructure, processes and viability

Our five goals cover the four areas of a balanced scorecard:

  • Our Client Perspective,
  • Learning and Innovation Perspective,
  • Internal Process Improvement and
  • Financial management.

Goals 1, 2 and 3 address our Client Perspective. Goals 4 and 5 describe how we will address and maintain our Learning and Innovation Perspective, Internal Process Perspective and Financial Perspective

Goal 1

Provide high quality, flexible and responsive services.

KEY RESULT AREA: Service provision meets the needs of service users.

STRATEGIES

  • Develop and implement a Quality Management System.
  • Achieve and maintain accreditation for relevant services.
  • Develop Annual Service Plans for all services.
  • Establish and monitor Service Delivery Indicators.
  • Benchmark key service delivery indicators with other community service providers.
  • Develop and implement client and carer participation strategies for all services as a component of the Annual Service Plans.
  • Establish a specialist Behavioural Support service within the Disability Service.
  • Employ Aboriginal and CALD project workers to support and resource childcare centres.
  • Extend business systems to better support effective and efficient service delivery.

Goal 2

Expanding the scope and diversity of Government funded community services.

KEY RESULT AREA: Service users and Government funding bodies view CareWest as a preferred provider of community services in Western NSW.

STRATEGIES

  • Develop Principles of Expansion Framework and an associated tool for assessing the feasibility of specific growth opportunities.
  • Further position CareWest’s Care Coordination Centre as a Regional Access Point in accordance with the National Community Care Reforms.
  • Disability Service establishes operations in Bathurst and other priority areas.
  • Increase numbers of Community Aged Care packages and aligned community aged care services in the Central West.
  • Pursue opportunities to expand the range and scope of HACC services under management.
  • Respond to opportunity to takeover operation of the SCAN (ECASS) program in Orana Far West and possibly the Riverina if SCAN services are put to tender.
  • Proportion of funding spent on corporate support services not to exceed 10%.
  • Undertake service planning activities with Government funding bodies.
  • Promote and market the achievements and interests of CareWest to Government.

Goal 3

Identifying and actively participating in community development activities.

KEY RESULT AREA: Viable and sustainable programs and services established as a result of community development activities.

STRATEGIES

  • Develop New Services Feasibility Assessment Tool
  • Employ a Community Development worker.
  • Create a Community Development Plan.
  • Establish collaborative partnerships with Government and non-government agencies to support community capacity building activities.
  • Continue working with the Orange Aboriginal Women’s Gathering to establish an Aboriginal childcare facility in Orange.
  • Develop Sponsorship Guidelines to inform CareWest’s relationship with corporate supporters.

Goal 4

Being an employer of choice

KEY RESULT AREA: Attracting, developing and retaining skilled staff and volunteers with capabilities aligning with the Organisation’s strategic directions.

STRATEGIES

  • Develop a HR Plan.
  • HR Information Systems implemented.
  • Establish and monitor HR Indicators.
  • Implement revised comprehensive OHS Management System.
  • Implement formal Learning, Training and Development system.
  • Increase funding allocated to staff support, training and professional development.
  • Develop Volunteer Management System.
  • Conduct formal succession planning for key positions.

Goal 5

Continuously improving governance practices, corporate infrastructure, business processes and organisation viability.

KEY RESULT AREA: Efficient, effective and responsive business processes that support high-quality service delivery in a sustainable way.

STRATEGIES

  • Develop an Operations Plan.
  • Diversify and grow the Organisation’s income from non-government sources.
  • Develop a formal Investment Strategy and review annually.
  • Appropriate facilities secured for Disability Services and Dementia Respite Service.
  • Identify, assess and manage significant risks via CareWest’s Risk Management Plan.
  • Extend Information Technology systems (including Web Site and Intranet) to ensure they adequately support our Organisation.
  • Establish a new name and brand.
  • Develop a formal Marketing and Promotion Plan.
  • Implement monitoring and evaluation of planning instruments in accordance with CareWest’s Planning Framework.
  • Conduct annual reviews of governance systems and practices.
